"The Permit application shall include documentation to demonstrate that the FREESTANDING SOLAR ENERGY EQUIPMENT or SOLAR ENERGY FACILITY design meets the requirements of Chapter 78 of the BOROUGH Code, this Chapter, and all other applicable Law. "
