"b. Vegetation shall be planted and maintained within Buffers around the boundaries of entire Principal Solar Energy Facility, except where the Owner demonstrates that the retention of existing trees within the Buffers may constitute the required vegetation or where the municipality determines that the Principal Solar Energy Facility cannot be viewed from a public roadway or occupied building. Vegetative buffering shall be designed to emulate the mix of native species and appearance of existing tree lines, hedge rows, and wooded areas already in existence within the landscape where the Principal Solar Energy Facility is proposed. The Applicant shall assess the species mix and characteristics found in existing tree lines, hedge rows, and wooded areas surrounding the Solar Energy Facility and document that the vegetative buffering is designed to emulate these characteristics. Arborvitae may be used as vegetative buffering. No less than 20% of vegetative plants used for buffering shall be pollinator-friendly species.
c. Vegetation selected for Buffers shall provide year-round buffering and shall be of sufficient height, density, and maturity to screen the Principal Solar Energy Facility from visibility, as set forth herein, within 36 months after the installation of the Principal Solar Energy Facility.
d. A security fence at least eight feet high with a self-locking gate shall be installed that completely encloses the Principal Solar Energy Facility."
