"Security. a. All ground mounted PSES shall be completely enclosed by a minimum eight (8) foot high fence with a self-locking gate. b. A clearly visible warning sign shall be placed at the base of all padmounted transformers and substations and on the fence on the surrounding the PSES informing individuals of potential voltage hazards."
