"Glare. No commercial solar power facility shall create glare visible from adjoining public rights-ofway, streets, or adjacent lots when viewed by a person standing on ground level or which shall be visible from any floor level in a structure measuring 35 feet or less and located on an adjacent property. All solar panels, frames, posts, etc., shall be color matched and of an earth tone color so that the color of all components shall be uniform. "
