"The statutory intent of this article is to adopt reasonable building, operational, and decommissioning requirements of all large-scale solar electric facilities to be located within the Township, and to set forth safety standards, all of which are intended to protect the public health, safety and welfare of the residents of Salem Township, as well as the owners of property within the Township."
