"(15) Transmission and power lines. On-site transmission and power lines shall, to the greatest extent possible, be placed underground." "(23) All on-site utility lines shall be placed underground unless otherwise approved by the Board of Supervisors. The conditional use site plan and land development plan shall clearly depict where all underground and aboveground utility lines are proposed."
