"[5] PSES owners are required to follow the current PA DEP Guidelines for Solar Collectors as a best management practice for storm water management." "[7] Ground-mounted PSES shall not be placed within any legal easement or right-of-way location, or be placed within any storm water conveyance system or in any other manner that would alter or impede storm water runoff from collecting in a constructed storm water conveyance system."
