"Access 1. At a minimum, a twenty-five (25) foot wide access road must be provided from a state or township roadway into the site. 2. Internal cartways shall be a minimum of sixteen (16) feet to allow access for maintenance vehicles and emergency management vehicles including fire apparatus and emergency vehicles. Cartway width is the distance between the bottom edge of a solar panel to the top edge of the solar panel directly across from it."
