Solar energy systems shall not be placed within any legal easement or right-of-way location, or be placed within any stormwater conveyance system, or in any other manner that would alter or impede stormwater runoff from collecting in a constructed stormwater conveyance system." The applicant shall submit a stormwater management plan that demonstrates stormwater from the solar energy system will infiltrate into the ground beneath the solar energy system at a rate equal to that of the infiltration rate prior to the placement of the system. 2. Solar energy system owners are encouraged to use low maintenance, shade-tolerant vegetative surfaces under the system as a best management practice for stormwater management."
