"The Zoning Hearing Board may deny the request for a special exception where, upon review, the HARB deems the proposal to be destructive to the integrity of the historic resource(s) and/or where the Zoning Hearing Board finds the proposal to be inappropriate in the context of the immediate neighborhood."
