"All energy generation facilities shall be serviced by either a public or private road having adequate area for the ingress and egress and operation of all service, construction, and emergency equipment and vehicles. The use of existing private and public roads shall be maximized. Where access is by private road the applicant shall provide evidence of the perpetual legal right to utilize the private road for the applicant's purposes."
