"(a) Building-mounted and ground-mounted systems are permitted in all zoning districts as an accessory use to any lawfully permitted principal use on the same lot upon issuance of the proper Borough permit and upon compliance with all requirements of this section and as elsewhere specified in this chapter.
(b) Building-integrated systems, as defined by this chapter, are not considered an accessory use and are not subject to the requirements of this chapter."
