"(1) Solar energy facilities shall be installed in compliance with all applicable building and construction codes, including regulations with respect to floodplain management and stormwater management." "(7) The applicant will provide a stormwater management plan for the facility that will minimize the impact of stormwater leaving the site through the use of stormwater BMPs."
