"An annual inspection report prepared by an independent professional engineer licensed in the Commonwealth of Pennsylvania shall be obtained by the PSES owner/operator and submitted to the Township not later than 30 days after each anniversary of the date on which the Township certified the PSES ready for operation. The inspection report shall certify the structural soundness and proper operation of the PSES."
