"(a) The design, installation, and operation of PSES shall comply with all applicable federal, state, and local laws and regulations, including but not limited to building, construction, fire, and life safety requirements, and conform to the applicable industry standards, including those of the American National Standards (ANSI), Underwriters Laboratories (UL), the American Society for Testing and Materials (ASTM), and other similar certifying organizations." "(e) Ground-mounted PSES shall not have concrete footings."
