"If the property owner fails to repair or remove a solar energy system as ordered and any appeal rights have been exhausted, the Borough may enter the property, remove the system, and charge the owner and/or operator for all costs and expense of removal, including reasonable attorney’s fees, or pursue other legal action to have the system removed at the owner and/or operator’s expense."
