"[5] PSES owners are required to follow the current PA DEP Guidelines for Solar Collectors as a best management practice for storm water management." "[8] Ground mounted PSES shall not be placed within any legal easement or right­ of-way location or be placed within any storm water conveyance system or in any other manner that would alter or impede storm water runoff from collecting in a constructed or natural storm water conveyance system."
