"[1] All solar photovoltaic cells shall be treated with an anti-reflecting coating in accordance with the highest industry standards." "[2.5] All PSES shall be placed such that concentrated solar radiation or glare does not project onto nearby structures, roadways or beyond the boundaries of the land upon which it is located."
