"The applicant shall be responsible for the prompt repair and maintenance of all roads used to transport equipment and parts for construction, operation or maintenance of the wind farm or solar system. The applicant shall prepare an engineering report with video that documents road conditions 30 days prior to construction and again within 30 days after construction is complete or as weather permits. Such reports shall be reviewed by the Borough engineer; any discrepancies shall be mediated by a third engineer selected by mutual acceptance of the applicant’s and Borough’s engineers. The applicant shall demonstrate that it has appropriate financial assurance to ensure the prompt repair of damaged roads and the Borough may bond the road in compliance with state regulations."
