"If the solar energy facility wil not be owned and/or operated by the owner of the property on which it wil be located, a notarized affidavit signed by the property owner, attesting that the solar energy facility owner and/or operator has a lease or other agreement to locate a solar energy facility on the property and that the property owner gives permission to the Township, its employees, contractors and/or agents to enter upon such property and take that action required in order to decommission the solar energy facility, including any associated equipment and/or structures as provided for in Section 2.2(O) below;"
