"If a property owner fails to repair or remove a solar PV system as ordered, and any appeal rights have been exhausted, the Borough may enter the property, remove the system and charge the property owner for all costs and expenses of removal, including reasonable attorney’s fees or pursue other legal action to have the system removed at the property owner’s expense."
