"The party applying for a building permit to install a solar energy system or a wind energy systems must be either the owner of the lot on which such system is proposed to be installed or a tenant holding a valid leasehold interest in such lot; provided that, if the applicant is a tenant, the application must be accompanied by a written confirmation from the owner of the lot that the owner approves of such installation."
