"As an integral part of the Applicant’s building permit application, the Applicant shall demonstrate that the proposed solar energy system, whether rooftop mounted or ground mounted, shall be designed and located in order to prevent reflective glare or concentrated solar radiation from reaching adjacent properties or Streets."
