"[A ground-mounted or wall-mounted solar energy system shall comply with the following:] [1] The location of the ground-mounted solar energy system shall meet all applicable accessory structure setback requirements [§ 95-29A(1)]. [2] Ground-mounted solar energy systems shall not be permitted in a front yard or facing any street frontages unless the applicant can prove such installation would make the system financially impractical otherwise and can be installed meeting all other requirements."
