"At the time of issuance of the permit for the construction of the PSES, the owner shall provide financial security to the borough to secure the expense of dismantling and removing the PSES and restoration of the land to its original condition. The financial security shall be in the amount of 110% of the costs of decommissioning. The decommissioning funds shall be posted and maintain during the life of the project in the form of a performance bond, irrevocable letter of credit, or other financial form of security acceptable to borough council."
