"Principal solar energy systems (PSES), designed to capture solar energy, convert it to electrical energy or thermal power and supply electrical or thermal power primarily for off-site use, shall comply with the following requirements to minimize impacts on the county’s physical and social environments and on adjoining landowners and the community."
