"Ground-mounted solar collectors shall meet setbacks as determined by the Zoning Officer on a case-by-case basis. Factors in determining the minimum setback requirements for ground-mounted solar collectors shall include, but not be limited to, proximity to other structures on or off premises, roads, alleys, utility lines or easements, floodplain areas, current use of the adjacent properties, and the need for optimum collection of direct solar energy."
