"c. Vegetation selected for Buffers shall provide year-round buffering and shall be of sufficient height, density, and maturity to screen the Principal Solar Energy Facility from visibility, as set forth herein, within 36 months after the installation of the Principal Solar Energy Facility. d. A security fence at least eight feet high with a self-locking gate shall be installed that completely encloses the Principal Solar Energy Facility."
