"The Applicant shall demonstrate that any contractors used to install the Principal Solar Energy Facility have experience and capabilities to perform the work appropriately and in accordance with all applicable requirements. Installers must demonstrate that they are listed as a certified installer on the approved solar installer list maintained by PADEP or that they meet the criteria to be a PADEP approved installer by meeting or exceeding one of the following requirements.
i. The installer is certified by the North American Board of Certified Energy Practitioners ("NABCEP");
ii. The installer has completed an Interstate Renewable Energy Council ("IREC") Institute for Sustainable Power Quality ("ISPQ") accredited solar photovoltaic training program or a solar photovoltaic manufacturer's training program and successfully installed a minimum of three solar photovoltaic systems;"
