"Throughout the life of the Principal Solar Energy Facility, the Owner shall maintain and post on perimeter fencing the identity of a responsible local person or entity for the public to contact with inquiries, complaints, and public safety issues, and shall provide in writing the identity and contact information for that person or entity to Beale Township;"
