"(4) Commercial solar energy system components shall not encroach upon any right-of-way or easement, including but not limited to water, stormwater, sanitary sewer, natural gas, telephone, and electrical easements. (5) Commercial solar energy system components shall not encroach upon any stormwater management facility."
