"2. Solar farms shall be enclosed by perimeter fencing at a height of eight and one-half feet (8½’) to restrict unauthorized access." "4. The solar farm shall be screened from the view of persons on any adjacent land zoned R-2, R-3, or R-4, or which is currently used for residential purposes."
